Travel to school

Home to school transport

Pupils from non-low income families

Pupils of statutory school age attending mainstream schools are provided with a free travel pass if:

  • they live in the borough of Slough and
  • they attend their catchment school or nearest school and
  • they live more than two miles from school if they are aged under eight (Reception to Year 3) or more than three miles if they are aged between eight and 16 (year 4 to year 11).

Pupils from low income families - primary

Pupils aged eight to 11 years (years 4 to 6) who live more than two miles from their nearest qualifying school are provided with a free travel pass if they are:

  • entitled to free school meals or
  • their parents are in receipt of their maximum level of Working Tax Credit.

The two mile limit is measured as the shortest available walking route.

Pupils from low income families - secondary

Pupils aged 11 to 16 years (years 7 to 11) who live between two and six miles from one of three “nearest qualifying schools” are provided with a free travel pass or equivalent if they are:

  • entitled to free school meals or
  • their parents are in receipt of their maximum level of Working Tax Credit.

The two mile limit is measured as the shortest available walking route.

Transport to school on religious grounds

Slough Borough Council no longer offers transport to school based purely on religious grounds unless the pupil is of secondary school age and from a low income family.

Pupils aged 11 to 16 years (years 7 to 11) who live more than two miles but less than 15 miles from the nearest suitable school preferred on grounds of religious belief, are provided with a free pass if they are:

  • entitled to free school meals or
  • their parents are in receipt of their maximum level of Working Tax Credit.

The two mile limit is measured as the shortest available walking route.
NB For parents applying under this criterion - a new application needs to be submitted every school year and a denominational certificate must be included with the application form.

Home to school transport appeals process

There is a two stage process for parents who wish to challenge a decision about:

  • the transport arrangements offered
  • their child's eligibility
  • the distance measurement in relation to statutory walking distances
  • the safety of the route

Stage 1 - Review by a senior officer

A parent has 20 working days from receipt of the LA's decision regarding a home to school transport application, to make a written request asking for a review of the decision.  The written request should detail why the parent believes the decision should be reviewed and give details of any personal and/or family circumstances the parent believes should be considered.  Where this is possible, the senior officer who has conducted the review will send the parent a detailed outcome within 20 working days.

Stage 2 - Review by an independent appeal panel

A parent has 20 working days from receipt of the LA's stage one written decision to make a request to escalate to stage two.  Within 40 working days of receipt of a stage two request, an independent appeal panel will consider written and verbal representations from both the parent and officers involved.  A detailed notification of the outcome will be provided within 5 working days of the review being completed.  To request an escalation to stage two, please complete and return the below form.
